EAST Ayrshire’s long-serving provost said it has been an honour to hold his position within the council for so long.

‘Rock n Roll’ rovost Jim Todd officially stepped down from the role last week for health reasons, with his depute Claire Leitch stepping up as his successor.

And there was a slight surprise as veteran councillor and former Labour group leader John McGhee was elected depute provost.

Both positions were unanimously agreed. Councillor Todd cited issues with the need for a hip replacement and the impact this had amid the hectic Provost’s schedule.

However, he will remain as an SNP councillor for Kilmarnock South.

Councillor Todd was elected Provost in 2012 and held the post twice, up until 2021 and after a year where councillors Barry Douglas and Sally Cogley took on the civic roles, returned in 2022.

He has also been a councillor for almost 18 years, having been elected in 2007.

SNP colleague, councillor Claire Leitch, becomes the youngest East Ayrshire Provost, having been elected as councillor and depute provost in 2017.

"It has been a privilege and that is due to all of you, past and present councillors, who have supported me, no matter their political persuasion.”

He thanked officers for the support he has received, particularly the staff working in the Provost’s office.

He continued: “We have got the best council in Scotland and I really mean that. Thanks very much folks it has been an absolute blast.

“I am in pain now and that is the reason I am standing down. I need another hip and hopefully that can come quick.

“It’s alright on the motorcycle, as I can stretch my leg out.

“It is the best council in Scotland and I tell folk that when I go around visiting different organisations.”

(Image: East Ayrshire Council) SNP colleague and council leader Douglas Reid said:  “I remember when you first got into politics, when you stood down in Bellfield [in 1999]. My mother said that all the women were feart of you cos they had just seen your picture.

“You went to visit them and once they got to know you they were reassured.

“I also remember when one of our colleagues suggested you get your hair cut, but thankfully you didn’t and were true to yourself.

“You have been one of the most exemplary provosts I have served under and you’ve got to know the communities across East Ayrshire."

He added: “When we went to Belgium [supporting Kilmarnock FC] there wasn’t one of the 4,000 Killie fans who didn’t know you.

“As one of your heroes, Neil Young said you’ve got a heart of gold, but he doesn’t need to search to see that, you have got a heart of gold.

“As people have got to know you, they find that you are generous to an absolute fault.

“Thanks for the effort. It has been a pleasure to have you as our provost.”

She said: “Provost, I admire your sense of style; your complete flamboyance. It has been an absolute joy. You have been well prepared on occasion, and to use a Scots term, to if necessary have been a chookie for East Ayrshire and have done us proud.

“It has been terrific and we are the best council in Scotland. You have been part of that and have indeed been our provost.”

Cllr McKay added one last sartorial compliment: “Of course, what I really admire most are the shoes.

“You go well and thank you for all your contribution.”

Conservative Group Leader John McFadzean also paid tribute, telling Cllr Todd that he embodied the very meaning of the provost’s role.

“It has been great working for you. You have done an awful lot for East Ayrshire.

“I hope your hip gets done soon and hope things go well in the future.”
