A Cabinet report adds that this is currently around 10 per cent of its market value.
The report adds: "Lugar Boswell Thistle Football Club have operated out of Rosebank Park, Lugar for 142 years making Rosebank Park one of the oldest continuously used football grounds in Scotland.
"During discussions to increase the length of their current lease with East Ayrshire Council the club requested to buy the site itself including the car park to the west of the site (full site indicated in appendix 3).
"The proposal will see the park become the property of the club and ensure the long term use of the site for Football.
"Successful transfers place ownership of public assets in the hands of the communities they were intended to serve, build community wealth, allow resources to be invested locally, fuelling fairer and more prosperous communities.
"The open and transparent process mandated by the framework emphasises community engagement and reduces inequalities in the communities we serve which is also a key outcome of the Fairer Scotland Duties."
The report will go before Cabinet on February 14.
